Company overview
Cegid SAS is a Lyon-based business-software group founded in 1983 and majority-owned by Silver Lake. It reports more than 5,000 employees and sales in 130 countries, and in September 2026 it announced a planned combination with payroll vendor Silae, expected to close in H1 2027. Its HR suite has two recruiting lines. Cegid HR Talent Acquisition (formerly DigitalRecruiters, acquired in 2022) is an ATS/CRM with CV parsing, AI CV summaries, scorecards and automated scoring. It also has a conversational agent (formerly KMB Labs) that pre-qualifies candidates 24/7 on career sites and WhatsApp. Cegid Talentsoft, now sold as Cegid HR Suite, markets 'Recruiting Match', which matches positions to candidates with an algorithm. Cegid's sub-processor list names CleverConnect and Textkernel as its candidate-matching partners for Talentsoft Recruiting. In June 2026 Cegid announced Mistral-based recruiting agents for CV triage and pre-qualification, due 'in the coming months'.
Regulatory exposure
Both lines rank, score and pre-qualify applicants, which puts them in EU AI Act Annex III point 4 high-risk territory. Cegid says so itself in its June 2026 press release, and it has signed the EU AI Pact pledges. Under the Digital AI Omnibus, the Annex III obligations apply from 2 December 2027. For Cegid as provider, they cover technical documentation, logging, human-oversight design and instructions for use; customers as deployers take on oversight, monitoring and worker information. The Art. 5 bans, including workplace emotion recognition, have applied since February 2025, and nothing found suggests Cegid uses emotion recognition. As a French processor, Cegid is already bound by GDPR and CNIL rules on profiling and DPIAs. Its marketing of 'automated pre-qualification' through scoring sits awkwardly with the contractual statement that its products do no automated decision-making or profiling. The recruiting products are marketed mainly in Europe, with Canadian hosting and Latin American Talentsoft pages, and no US site was found, so US exposure looks limited. A customer using the scoring or matching to hire in New York City would still need an LL 144 bias audit and candidate notices. US hiring would also trigger Illinois HB 3773 duties (in force since 1 January 2026), Colorado SB 26-189 disclosures (from 1 January 2027) and California's FEHA automated-decision rules (since 1 October 2025). Cegid publishes no US-specific material.
Path to a higher score
Cegid publishes unusually complete contract and security documents; its gaps are AI-specific. The largest gains would come from six steps. (1) Publish AI Act-style technical documentation, model cards and instructions for use for the Talent Acquisition scoring and pre-qualification agent, the conversational agent and Recruiting Match. These should name the models (Azure-hosted LLMs, Mistral, Textkernel, CleverConnect), the inputs and the excluded attributes. (2) Commission and publish an independent bias audit of the scoring and matching features with impact ratios, and publish the scope, date and report behind the claimed GoodAlgo ADEL label. (3) Issue deployer guidance covering Art. 26 duties, an Art. 27 FRIA template, candidate AI notices and LL 144 and Illinois templates. (4) Document in-product explanations, override controls and decision logs, and offer per-feature or per-jurisdiction toggles in place of the current tenant-wide on/off switch. (5) Bring the Talent Acquisition module and the conversational agent into ISO 27001 scope and pursue ISO/IEC 42001. (6) Launch a public status page and an AI changelog, renew the expired security.txt, and add Mistral to the sub-processor list.
