Company overview
Vincere is a CRM and ATS for recruitment agencies. The company says its story began in 2012 and that it joined The Access Group in 2022. It is now sold as Access Vincere Evo, which the vendor says 22,000+ recruiters use. Its Copilot AI runs through Access Evo. Copilot scores up to 25 candidates at a time against a job on a 1-5 star scale, using the CV by default plus the candidate brief and skills data. It returns AI-written strengths, gaps and interview questions for each candidate. Vincere also markets 'always-on' matching that scores and ranks database candidates for every open role, and an 'agentic AI' pitch for autonomous searching, shortlisting and outreach. Other AI modules write job ads, candidate summaries and CRM content and run screening chatbots over email, SMS and WhatsApp. The CRM/ATS starts at GBP 69 per user per month, and AI add-ons start at GBP 25 per agency per month.
Regulatory exposure
Scoring and ranking candidates for agency hiring is a high-risk use under EU AI Act Annex III point 4. Those obligations now apply from 2 December 2027 after the Digital AI Omnibus. Access Evo, through which Vincere is delivered, runs an EU regional instance. Access's own Acceptable Use Policy bars Annex III use of its AI features without prior written approval, unless a feature is pre-designated as approved, and Vincere does not say publicly whether candidate scoring is pre-designated. Access Evo also runs a US instance. An agency that uses the star scores to screen candidates for New York City roles would be using an AEDT under Local Law 144, which requires an annual independent bias audit and candidate notice, and no audit is published. US customers would also face Illinois' amended Human Rights Act, which has required notice of AI use in employment decisions since 1 January 2026. Colorado's SB 26-189 disclosure regime starts on 1 January 2027, and California's FEHA automated-decision rules have applied since 1 October 2025. The optional Jobma integration, which scores video interviews with AI, would bring Illinois AI Video Interview Act duties where it is used.
Path to a higher score
Vincere should publish a system card for candidate scoring covering the model provider, the inputs used and excluded, validation and accuracy results, and known limits. It should also publish the ISO 42001 certificate with a scope that covers Vincere. It should commission an independent bias audit of the star scores with impact ratios by sex and race/ethnicity, publish it every year, and either back up or withdraw the 'eliminate bias' and 'bias-free' marketing claims. It should state whether candidate scoring is pre-approved for high-risk use under the Acceptable Use Policy, and publish EU AI Act deployer guidance with a FRIA template plus NYC, Illinois and Colorado candidate-notice templates. In the product, recruiters should be able to override, annotate and re-score AI output. Scoring, always-on matching and agentic shortlisting need per-jurisdiction switches, and human review should be logged. Finally, it should restore a working vulnerability-report channel, add security.txt, and publish a changelog of model, prompt and provider updates.
