Company overview
JobAdder (Job Adder Operations Pty Ltd) is a Sydney-headquartered recruitment ATS and CRM, founded in 2007 and now a subsidiary of the SEEK Group. It is built mainly for recruitment and staffing agencies, with a plan for in-house talent teams. Its 2026 Security and Trust FAQs report about 5,050 customers and 210 staff, with operations in Australia, New Zealand, the UK, the US and Canada on regional AWS clusters. Adder Intelligence launched on 13 November 2025 and is included from the Essential plan up. Smart Summary gives every applicant an AI summary and relevancy rating from resumes, notes and the job description. Smart Floats drafts client-ready candidate overviews, Smart Skills suggests skill codes from resumes, Smart Sync proposes record updates, and a generator writes job ads, alongside long-standing skill-matching search. The features run on unnamed LLMs hosted in Amazon Bedrock, and JobAdder presents them as decision support with the recruiter as the final decision maker.
Regulatory exposure
Smart Summary rates the relevance of every applicant to a job, so it falls within the EU AI Act's high-risk category for recruitment and selection (Annex III point 4). JobAdder, as provider to its UK and EU customers (data hosted in Ireland), faces those obligations from 2 December 2027 after the Digital AI Omnibus deferral. It says it has 'applied the principles' of the Act but publishes no provider documentation or instructions for use. JobAdder also runs US and Canadian clusters. Agency and employer customers that use the rating to substantially assist decisions on New York City roles would need an annual independent bias audit and candidate notice under NYC Local Law 144, where DCWP has promised tougher enforcement after the December 2025 State Comptroller audit. JobAdder provides no LL 144 audit. Illinois customers owe AI-use notice under HB 3773 (since 1 January 2026). California's FEHA automated-decision rules (since 1 October 2025) require anti-discrimination safeguards and four-year record retention. Colorado's SB 26-189 disclosure regime and California's CPPA ADMT rules follow from 1 January 2027.
Path to a higher score
The fastest gains are independent evidence and publishing what JobAdder says it already does internally. An independent bias audit of Smart Summary's relevancy rating from a named auditor would move the weakest category, especially one repeated yearly, with selection-rate results by sex and race/ethnicity and an NYC LL 144-ready summary for US customers. A system card covering how the rating is produced and displayed, excluded inputs, the Bedrock models used and model-change governance would lift the technical documentation and data-governance scores. So would publishing its High/Medium/Low AI risk framework and getting ISO/IEC 42001 certification for JobAdder itself. Human oversight and FRIA support would rise with public admin documentation (feature toggles, rating overrides, AI output audit logs) and an EU/UK deployer pack: instructions for use, candidate-notice templates and an Article 27 FRIA template. An AI model-update changelog and public incident postmortems would strengthen post-market monitoring.
