Company overview
PageUp was founded in Australia in 1997 and is based in Melbourne; its legal entity is PageUp People Limited, ACN 005 630 740. EQT's BPEA Fund VIII has owned it since October 2024, when it bought the business from Battery Ventures. PageUp bought Dublin-based recruitment-marketing vendor Clinch in 2019, UK ATS vendor eArcu in 2021 (now trading as PageUp Europe) and PathMotion in 2021, and merged all of them into the PageUp brand in May 2025. Its main AI feature is AI Skills Matching: an LLM on Amazon Bedrock pulls skills from the job and the resume, then a fixed rule-based algorithm scores the fit into five bands. The suite also offers resume and candidate summaries, candidate recommendations, AI talent search and chatbots. Paige, a conversational assistant that answers from retrieved records, went on general sale on 30 June 2026 and shows Skills Matching results with source citations. Sapia.ai's chat-based interviewing plugs in as a partner product and is scored separately.
Regulatory exposure
Skills Matching sorts and ranks job applicants, so for PageUp's EU customers (served through Clinch's Irish operation and eArcu, now PageUp Europe) it falls under EU AI Act Annex III point 4 as high-risk. The Digital AI Omnibus pushed those high-risk duties back to 2 December 2027. PageUp's only public EU statement is that it is 'tracking' the Act, and no emotion recognition appears anywhere in its products. In New York City, PageUp tells customers not to make Skills Matching the sole or most important factor in a decision, which is a way of staying outside LL 144's 'substantially assist' test. Any NYC employer that does rely on it still owes an annual independent bias audit and candidate notice, and Warden AI's monthly LL 144 report (run on test data) can support that. Under Illinois HB 3773, in force since 1 January 2026, the duty to tell candidates falls on employers, and PageUp says the feature does not use zip codes. For Colorado's SB 26-189, effective 1 January 2027, PageUp already publishes the disclosures a developer would owe. US customers also face California's FEHA rules on automated decision systems (in force since 1 October 2025) and the CPPA's rules on automated decision-making technology from 1 January 2027.
Path to a higher score
PageUp could raise its score in five ways. First, publish its eight AI guiding principles, its ISO 42001 certificate and a model or system card, and open up the AI Skills Matching help article, which currently requires a login. Second, widen the Warden audits beyond Skills Matching to Candidate Recommendations, AI Talent Search, the summary features and the candidates Paige surfaces, add groups such as age and disability, and turn on Warden's EU AI Act, Colorado, Illinois and California FEHA reports. Third, bring its marketing in line with the auditor's own disclaimers by dropping claims such as 'free from bias' and that Warden 'verifies it meets' the EU AI Act. Fourth, publish guidance for EU deployers, including an Article 27 FRIA template. Fifth, launch a public status page and a changelog for AI model updates.
