Company overview
Paycor, founded in 1990 and headquartered in Cincinnati, sells HR, payroll and talent software to US mid-market employers. Paychex completed its roughly $4.1 billion acquisition on 14 April 2025 and runs Paycor as a standalone business unit. Its main recruiting AI is Paycor Smart Sourcing, the Talenya platform Paycor bought in October 2022 and rebranded in February 2023. Smart Sourcing searches a claimed 1.5 billion profiles to build a prioritized candidate list for each role, refines the list with recruiter thumbs up/down on seven profiles, and runs automated outreach. An optional setting, earlier called a diversity setting, boosts the participation of diverse talent. Paycor also markets a WISE assistant for Paycor Recruiting that phones candidates, asks screening questions and scores the answers. On 23 September 2026 Paychex announced WISE Hire, which adds agentic sourcing, screening and scheduling, for the Paycor platform. Paycor publishes AI principles and an unusually detailed Smart Sourcing privacy notice, but no bias audit, model documentation or deployer guidance for specific regulations.
Regulatory exposure
NYC Local Law 144 covers tools that substantially assist hiring decisions about NYC candidates and requires an annual independent bias audit and candidate notice for them. WISE's automated scoring of screening answers can put it in that category. Smart Sourcing's outreach to passive profiles may fall outside the law's definition of a candidate, but ranking applicants would not. Paycor publishes an audit for neither tool. Under the EU AI Act, AI used for targeted job ads and candidate evaluation is high-risk (Annex III point 4), and those obligations now apply from 2 December 2027. The Smart Sourcing privacy notice describes contacting EU residents. Illinois HB 3773 has required notice and banned discriminatory AI use since 1 January 2026. That is a live issue here: a Paycor-owned patent for diversity-boosted search describes labelling candidate records by gender and ethnicity, and the privacy notice lists race, ethnicity, religion, health and sexual orientation among the data it may collect. Colorado's SB 26-189 disclosure rules start on 1 January 2027. California's FEHA rules on automated decisions, including four-year record retention, have applied since 1 October 2025, and the CPPA's ADMT rules follow on 1 January 2027. Paycor's terms forbid relying on AI output for employment decisions and make customers responsible for any bias in that output.
Path to a higher score
To score higher, Paycor should publish an independent bias audit covering Smart Sourcing's ranking and WISE's screening scores, with impact ratios by sex and race/ethnicity, the auditor's name and the date. It should also name the third-party auditors its AI principles mention. Deployers need system cards or instructions for use that explain what goes into rankings, how skills are inferred, how the talent setting uses demographic labels and which features are excluded. They also need guidance for NYC LL 144, Illinois HB 3773 and the EU AI Act, with candidate-notice templates and exports of the data an audit needs. Further gains would come from in-product explanations and override logs for WISE scores, a security disclosure channel, an AI change log and status-page coverage for Smart Sourcing and WISE. Paycor also needs to reconcile its terms, which forbid relying on AI output for employment decisions, with a product that scores candidates.
