Company overview
Recruit CRM is the trading name of Workforce Cloud Tech, Inc., a Delaware corporation based in Norwood, New Jersey. Founders Shoanak (Sean) and Ajay Mallapurkar built it without outside funding. It sells a per-seat ATS + CRM (Pro, Business and Enterprise plans) to more than 1,500 recruitment and staffing businesses in over 100 countries, with a team of about 200 across seven countries. The scored system is its AI candidate matching, which comes in two forms. Candidate-to-candidate 'bimetric' matching returns up to 50 similar candidates scored 0–100, and its Match Analysis panel explains six sub-scores: Function, Skills, Level, Trajectory, Domain and Location. AI Job Candidate Matching ranks candidates from the customer's own database, or from an 800M+ profile Global Database, against AI-generated criteria that recruiters can weight. 'Bimetric scoring' is the name of a Textkernel (formerly Sovren) API that Textkernel now marks as deprecated. Recruit CRM, however, credits Sovren/TextKernel only for resume parsing, lists OpenAI for its generative AI features, and does not say which engine produces its match scores, so Recruit CRM is scored here as the vendor its customers deal with.
Regulatory exposure
Recruit CRM's two matching features score candidates 0–100 and rank shortlists, and its privacy policy lists AI 'candidate assessments' among the outputs it processes. Hiring-AI rules therefore reach it through its agency customers. Under NYC Local Law 144, staffing agencies count as employment agencies, so NYC-facing customers who rely on these scores need an annual independent bias audit, a published summary and candidate notice. Recruit CRM publishes no audit, and Textkernel's Holistic AI audit covers only Textkernel's own Search & Match, not Recruit CRM's matching. DCWP has committed to tougher enforcement after the December 2025 Comptroller audit. Under the EU AI Act, ranking candidates is high-risk (Annex III point 4). Recruit CRM hosts data in Ireland and serves EU customers, so as provider it would owe technical documentation, logging and human-oversight design from 2 December 2027, the date set by the Digital AI Omnibus deferral. Illinois HB 3773, in force since 1 January 2026, requires notice when AI is used and bans zip codes as proxies for protected classes. That matters here because location is one of the scored match dimensions. California's FEHA rules on automated-decision systems require four years of records, which the product's 30-day audit log cannot provide alone. Colorado's SB 26-189 disclosure duties start on 1 January 2027.
Path to a higher score
The biggest gains would come from six changes. First, commission an independent LL 144-style bias audit of both matching features, with impact ratios by sex, race/ethnicity and intersectional groups, a public summary, and a repeat every year. Second, publish Recruit CRM's own AI policy and a system card. The card should name the engines behind match scores and explanations (Textkernel, OpenAI or in-house), list the inputs, state which protected attributes are excluded (including whether location, names, notes or call logs feed scores), and set out known limitations. Third, replace the ISO 27001 and SOC 2 badges with verifiable details: issuer, scope, certificate number and SOC 2 report type. Fourth, log AI match runs, overrides and feedback, and keep those logs long enough for California's four-year rule. Fifth, add candidate-notice templates and settings for each jurisdiction (NYC, Illinois, Colorado), plus EU AI Act guidance for deployers with an Article 27 FRIA template. Sixth, link the status page from the website and add postmortems and a changelog for AI model changes.
