Company overview
Leoforce, LLC is a Raleigh, North Carolina company, with an office in Hyderabad, India, that has sold AI recruiting software since 2012 under founder and CEO Madhu Modugu. Its long-running Arya platform scored and ranked candidates drawn from a proprietary database of publicly available profiles. That technology now sits behind Leoforce-branded agents: Source (AI job-ad targeting), Rediscovery (matching and automated SMS/email outreach inside a customer's ATS), Capture (pre-vetted, interview-ready applicants that Leoforce's own recruiters check before delivery), Convert (a career-site chat agent that prescreens and schedules) and Connect (candidate messaging). goarya.com now redirects to leoforce.com, though customers still log in at app.goarya.com. Unusually for this category, Leoforce publishes list prices: Rediscovery costs $5,000 to $15,000 a month and Convert $8,000 to $32,000 a month.
Regulatory exposure
Leoforce's products line up with the EU AI Act's Annex III point 4 high-risk uses: targeted job ads, filtering applications and evaluating candidates. Any deployment for EU roles would therefore carry high-risk obligations from 2 December 2027, and Leoforce publishes nothing on the Act. Its main market is the US. There, ranked shortlists used to decide who gets interviewed can qualify as automated employment decision tools under NYC Local Law 144. Leoforce markets a 'Bias Audit Certification', but the DNV letter behind it contains none of the selection rates or impact ratios that DCWP requires in a published audit summary. NYC employers and staffing agencies cannot rely on it alone, and DCWP has committed to tougher enforcement since a December 2025 State Comptroller audit. Illinois has required notice of AI use in employment decisions since 1 January 2026 (HB 3773), yet Leoforce's own October 2025 guide to state AI laws leaves that law out. Customers using its scores will also face Colorado's SB 26-189 disclosure rules (from 1 January 2027), California's FEHA automated-decision regulations (in force since 1 October 2025, with four-year record retention) and the CPPA's ADMT rules (from 1 January 2027).
Path to a higher score
Leoforce's quickest gains are in audit transparency. It should publish a full LL 144 results summary for each product that scores or screens candidates (Capture, Rediscovery, Convert). Each summary should give data sources, sample sizes, and selection or scoring rates and impact ratios by sex, race/ethnicity and intersectional group. It should also release the results of the 'monthly A/B' fairness testing it claims, and stop using 'certification' and 'bias-free' language that its auditor's own disclaimer does not support. A model or system card should explain the scoring dimensions, training data, excluded attributes, how diversity indicators are derived, and where recruiters review or override agent decisions. That card should come with deployer guidance for NYC, Illinois, Colorado, California and the EU AI Act. Basic upkeep would lift the remaining categories: restore the broken profile-lookup and deletion tool, update the 2022-2023 privacy documents and the defunct Privacy Shield policy, publish a DPA and subprocessor list, and add a status page, a security.txt and a changelog.
