§ 05 - Editorial notes
Company overview
Keka Technologies was founded in 2014 and is headquartered in Hyderabad. It sells PeopleOS, a per-employee-priced HR, payroll and talent suite used by more than 10,000 companies across India, the Middle East, APAC and the US. Keka entered the US in 2024 and lists offices in Portland, New York and San Francisco. Keka Hire scores each application as it arrives. Its help center describes the score as a recruiter-weighted match on job profile, skills, experience, educational degree and previous organization. An AI screener then holds a first conversation with every applicant, and only those who pass reach the shortlist. Keka also sells AI interview scoring and an AI notetaker that records and summarises interviews. Its AI also drafts job descriptions, interview questions and feedback summaries.
Regulatory exposure
Keka's resume scoring and knockout AI screener are the kind of tools NYC Local Law 144 treats as automated employment decision tools. NYC employers using them need an annual independent bias audit with a published summary, plus candidate notice. Keka lists a New York office but publishes no audit. DCWP has promised tougher enforcement after a December 2025 State Comptroller audit found it ineffective. Illinois has required notice of AI use in employment decisions since 1 January 2026. California's FEHA automated-decision rules have applied since 1 October 2025, with four-year record retention. Weighting previous employer and degree could expose employers under both states' rules if it produces adverse impact. Colorado's SB 26-189 disclosure duties and California's CPPA ADMT rules begin on 1 January 2027. Keka offers EU hosting in North Europe, and EU use would be Annex III high-risk under the AI Act, with obligations deferred to 2 December 2027. Keka's terms exclude liability for AI outputs, so the compliance burden sits with employers.
Path to a higher score
The biggest gain would come from a yearly independent bias audit of both the resume scoring and the AI screener, with published impact ratios. Keka should document the screener publicly: what it asks, how pass or fail is decided, and which model and LLM provider it uses. That provider belongs on the sub-processor list. Adding a human-review or override step for screener rejections would lift oversight. So would candidate-notice templates for NYC, Illinois, Colorado and California, and an EU AI Act deployer pack with FRIA support. Keka could also extend its audit logs to Hire, publish an AI model changelog and a vulnerability-disclosure channel, and add AI hiring laws to its own US state hiring-law guides.
§ Regulatory frame
What applies to ats-integrated ai.
Ranking features are inside EU AI Act Annex III §4 (high-risk) and inside NYC Local Law 144 when they affect NYC-based candidates. Customers should treat the AI surface as a distinct deployer-FRIA scope from the rest of the ATS.
