Company overview
Phenom is a talent-experience platform that combines a career site CMS, candidate CRM, internal mobility, and conversational AI for screening and scheduling. Each module ships with its own AI features, including a candidate-fit scoring component used in both external sourcing and internal mobility.
Regulatory exposure
Phenom's high-risk surface is its candidate-fit and ranking features, which fall under EU AI Act Annex III §4 and NYC LL 144. The conversational AI surface is mixed — pure chat/scheduling sits outside high-risk, but the screening flows do not. Multi-product platforms like Phenom typically need to publish per-feature documentation so deployers do not have to guess which surfaces require a FRIA.
Path to a higher score
To move into the B band on this rubric, Phenom would need to publish
(a) a current NYC LL 144 bias audit covering the ranking and screening
flows, (b) per-feature documentation distinguishing the high-risk
surfaces (matching, screening) from the low-risk ones (chat, scheduling),
and (c) FRIA-ready deployer guidance that maps cleanly across the
product modules.
