Company overview
RecruitBot, Inc. is a California-based AI sourcing vendor founded in 2017 by CEO Jeremy Schiff, who holds a UC Berkeley PhD in applied machine learning and led data science at OpenTable. Its platform searches a proprietary database of 655M+ candidate profiles, compiled from public web sources and purchased third-party data, using 25+ filters that include DEI attributes such as 'female first name'. Once a recruiter has rated ten strong and ten weak candidates, machine learning re-ranks the results and keeps learning from every later rating. Generative AI drafts searches and drip email campaigns. RecruitBot raised an $8.2M seed extension led by Slow Ventures in July 2023 ($11.2M total). It has been a registered California data broker since 2020 and calls itself a data broker under Texas law.
Regulatory exposure
A tool that ranks candidates for recruitment is high-risk under the EU AI Act (Annex III point 4) wherever its output is used for EU hiring. The Digital AI Omnibus deferred those obligations to 2 December 2027 but left them unchanged. For EU profiles, the stated practice of inferring sexual orientation and ethnic origin also raises GDPR special-category issues. Sourcing passive non-applicants may fall outside NYC Local Law 144's AEDT definition. Ranking applicant resumes from a linked ATS for NYC roles could still trigger the annual independent bias audit and candidate notice, and RecruitBot publishes no audit. Its filters on inferred gender and ethnicity expose deployers under Illinois HB 3773 (in force since 1 January 2026) and California's FEHA automated-decision-system regulations (since 1 October 2025, with four-year record retention). CPPA ADMT rules and Colorado's SB 26-189 disclosure regime both take effect on 1 January 2027. As a registered data broker, RecruitBot is also subject to California's Delete Act.
Path to a higher score
The biggest gain would come from an independent bias audit of the preference-learning ranker, published with impact ratios by sex and race/ethnicity and repeated annually, because recruiter ratings can pass bias straight into rankings. RecruitBot should also state which inputs the model uses and exclude inferred protected attributes and proxies (names, photos, location), as its 2019 posts once promised. It should either retire the filters on inferred demographics or govern them with legal guidance. Further steps: a model card with deployer guidance for NYC LL 144, Illinois and the EU AI Act (including a FRIA template); in-product explanations and audit logs for ML ratings; a live status page and AI change log; fixing the privacy policy's broken removal-request link and reconciling its data-broker filings.
