Company overview
Pulsifi is a talent-intelligence vendor based in Singapore and Malaysia. Its terms of use name Pulsifi Pte. Ltd. (Singapore) as the contracting company, and its Malaysian entity, Pulsifi Sdn Bhd, gained Malaysia Digital status in February 2026. It says it has operated since 2017 and serves customers in 54 countries. Most of its visible clients and events are in Southeast Asia, and it runs market pages for Italy, Switzerland and Turkey. Its core output is two 0-100 scores, Role Fit and Organizational Fit, built from six personality, work-interest, work-culture and cognitive assessments plus AI resume and skills analysis, measured against 'job success profiles'. Around those scores it sells a built-in ATS with automated shortlisting and candidate elimination, pre-recorded video interviews with 'built-in AI analysis', webcam proctoring, and talent mapping for succession and 'right-sizing'. Published pricing runs from USD 2,800 a year (Lite) to USD 8,000 (Pro), with custom Enterprise plans.
Regulatory exposure
Pulsifi's scores rank, shortlist and can automatically eliminate applicants, and its talent-mapping module feeds promotion, succession and 'right-sizing' decisions. That makes it high-risk under the EU AI Act (Annex III point 4), for both recruitment and decisions about existing workers. Its EU exposure is real: it offers an EU data centre and runs European market pages. The Digital AI Omnibus pushed the high-risk obligations to 2 December 2027 without changing them. The workplace emotion-recognition ban has applied since February 2025, and Pulsifi does not disclose what its video-interview AI analyses, so customers cannot confirm the feature is outside the ban. Nothing shows NYC use. If Pulsifi were used for NYC jobs, its automated shortlisting would count as an automated employment decision tool (AEDT) needing an annual published bias audit under Local Law 144, and none exists. Employers using the video AI for Illinois roles fall under the AI Video Interview Act, alongside the notice and anti-discrimination duties HB 3773 has imposed since 1 January 2026. Colorado's SB 26-189 disclosure regime starts on 1 January 2027. California's automated-decision rules already require four-year record retention. Pulsifi publishes no guidance for any of these regimes.
Path to a higher score
The biggest gain would come from publishing an independent bias audit of Role Fit, Organizational Fit and automated shortlisting, with impact ratios by sex, race/ethnicity and their intersections. Pulsifi should also back up or withdraw its '90%+' and '97%' accuracy claims and its 'bias-free' claims with a public validation study. A system card should list the score inputs and training data, say whether employer-collected race data and video-interview signals are excluded, and say exactly what the video AI analyses. The 2020 privacy notice should drop the Privacy Shield reference and add automated-decision disclosures, retention periods and subprocessors. Pulsifi should publish its ISO 27001 certificate details and document how recruiters review or override automated elimination. After that it needs EU AI Act deployer guidance with a Fundamental Rights Impact Assessment (FRIA) template, NYC and Illinois notice templates, a status page, a security.txt and a model changelog. Its empty FAQ page should also be filled in.
