Company overview
JobDiva, Inc. is a New York-based vendor of an all-in-one ATS, CRM, onboarding, back-office and VMS-synchronization platform built for staffing agencies. It entered the market in 2003, has a UK subsidiary, and says more than 40,000 recruiters use it. Its AI layer includes DivaMatch, which scores candidates against job descriptions (and vice versa); AI-enhanced matching and semantic search; generative summaries and outreach; the DivaChat chatbot; and DataTune outreach agents. JobDiva says it combines large language models from OpenAI and Google's Gemini with its own models. Its long-standing Harvester collects resumes for sourcing and does not score candidates.
Regulatory exposure
JobDiva is based in New York City, and its customers are staffing firms, which count as employment agencies under NYC Local Law 144. JobDiva's own marketing says DivaMatch 'autonomously' decides how candidates score. Any firm that uses those scores to substantially assist decisions on NYC roles needs an annual independent bias audit with a published summary, plus candidate notice. JobDiva publishes no audit and no deployer guidance, even though DCWP has committed to tougher enforcement after a December 2025 State Comptroller audit found it ineffective. Because JobDiva serves UK and EEA clients, candidate scoring is high-risk under EU AI Act Annex III point 4; the Digital AI Omnibus moved those obligations to 2 December 2027 without changing them. Since 1 January 2026, Illinois's HB 3773 has required notice of AI use and barred zip-code proxies. Colorado's SB 26-189 disclosure regime takes effect on 1 January 2027. California's FEHA automated-decision rules have required anti-discrimination safeguards and four-year record retention since October 2025. JobDiva's video interviews are live or recorded with no AI analysis claimed, which limits its exposure under the Illinois AI Video Interview Act.
Path to a higher score
The biggest gain would come from commissioning an independent LL 144-style bias audit of DivaMatch, publishing the summary, and repeating it every year. JobDiva should also publish a DivaMatch system card or explainability statement. It should cover which inputs are used and which are excluded (protected attributes, zip codes), how OpenAI and Gemini are used, and whether customer data trains its models. A subprocessor list naming the LLM providers, and a CCPA notice updated from its 2019 version, would close the data-governance gap. Deployer guidance for NYC, Illinois, Colorado, California and the EU AI Act, with candidate-notice templates and FRIA support, would lift several categories at once. So would documented controls for recruiter overrides and score explanations, a JobDiva-level SOC 2 or ISO 27001/42001 attestation, and a public status page with an AI changelog.
